リオ2016オリンピックに向けての国際水泳連盟（FINA）と各国アンチ・ドーピング機関（NADO）の連携について | 日本アンチ・ドーピング機構 | Japan Anti-Doping Agency (JADA)
＜和文＞
国際水泳連盟（FINA）及び、JADAを含む15カ国の国内アンチ・ドーピング機関（National Anti-Doping Organization: NADO）は、第31回オリンピック競技大会（2016／リオデジャネイロ）に向けてのアンチ・ドーピング活動において、半年前から今日に至るまで、フェアでかつ戦略的な検査計画のために連携を図り、継続的な成果が得られたことをここにご報告いたします。
2016年1月1日以降、リオ2016オリンピック各水泳種目においてランキングトップ10に入る競技者に対し、8月5日までの期間に、競技会外検査を5～7回実施できるよう、密に連絡を取り合い、更にはインテリジェンスを活用し協働して参りました。またFINAは、この15カ国以外の国のトップ10競技者に対しても5～7回の検査を実施してきました。
このアンチ・ドーピング活動に関しては、競技者からも、競技会の高潔性が高められ不正のない完全な競技会に出られるといった前向きなコメントが得られ、FINA及びNADOも喜ばしく考えています。オリンピックに向けては国際競技連盟（International Federation : IF）と各NADOが連携し合うことが重要で、その連携がリオ2016オリンピックをよりクリーンでフェアな競技大会にすると考えます。
JADA浅川専務理事は、｢リオデジャネイロ大会の水泳競技を公正な環境のもとに実施するため、アスリート、及び関連組織が連携して多国間で展開した本件プロジェクトに、トップスイマーが多数存在する我が国が積極的に参加したことは、ドーピング問題に対する我が国スポーツ界の強い姿勢を示したものであり、意義深いものと考えます。」とコメントしました。

アンチ・ドーピングにおけるこのような取り組みは、今後、世界のスポーツ界において、IFと各NADOの連携を強め、より効果的な検査プログラムの実施、高潔性の更なる向上につなげる働きを果たすと考えます。

July 14, 2016 - The Fédération Internationale de Natation (FINA), along with 15 leading National Anti-Doping Organizations (NADOs), today announced the continued success of a global collaborative testing initiative in preparation for the 2016 Rio Olympic Games. The participating organizations worked together to develop a comprehensive, fair, and strategic testing distribution plan to be executed in the six months before the Rio Olympic Games.
Between January 1, 2016 and August 5, 2016, FINA and the 15 NADOs will conduct, on average, five to seven out-of-competition tests for each nation's top ten world-ranked male and female swimmers in every aquatic discipline held at the Olympic Games. During the process, FINA and the NADOs have formally connected on a regular basis, sharing relevant intelligence, and engaging in cooperative analysis processes. The NADOs took the lead on testing athletes in their individual countries, while FINA coordinated testing for the top swimmers in nations outside of the partnership.
Both FINA and the partner NADOs, appreciated the concerns expressed by athletes about ensuring the integrity of competition, and the initiative was created to guarantee that serious action was taken to ensure that every athlete in an aquatic event will compete on a level playing field when they reach the 2016 Rio Olympic Games. The partner organizations and athletes recognize that the international scale of the Olympic Games demands that international sport federations, and NADOs adopt a collaborative and coordinated approach to testing. With improved communication and streamlined processes, the collaboration will advance clean and fair competition at the 2016 Rio Olympic Games.
The Japan Anti-Doping Agency's chief executive officer Shin Asakawa said that it is significant that Japan has actively involved in this global project which ensuring the level playing field in Rio2016. We have many top swimmers in Japan and those top swimmers enthusiastically express their support for Anti-Doping movement. Those engagement show our strong commitment to protect integrity of sport.
